Customs clearance is an indispensable part of foreign trade. It is a necessary step for goods to be brought into or out of the country, and an opportunity for customs to verify that certain imported or exported goods meet certain local laws and regulations.
Customs clearance is an indispensable part of foreign trade. Customs clearance means that imports and export need to perform corresponding obligations in accordance with relevant laws and regulations before the release of goods.
Only after fulfilling various obligations and going through customs declaration, inspection, taxation, release and other procedures, the goods can be released, and the owner or the declarant can pick up the goods. During customs clearance, whether imported, exported or transshipped, the goods are under customs supervision and are not allowed to circulate freely. In other words, customs clearance is for imported goods, and both domestic e-commerce and cross-border e-commerce import and export enterprises need to perform customs clearance obligations.

Foreign trade clearance process:
Exchange order. Go to the freight forwarder or shipping company to change the D/O, and determine where to change the order according to the bill of lading in hand. Electronic declaration, computer pre-recording, document review, delivery, contact with customs or release.
Inspection. After the electronic declaration is released, go through the quotation procedures at the Commodity Inspection Bureau with one of the four copies of the customs declaration form, issue the customs clearance form or knock on the third inspection seal.
On-site handover orders. Customs on-site handover order, this order is only available when the product needs to be inspected.
Check. The customs will inspect the goods according to the supervision conditions of the declared name of the goods and the inspection probability of the day. If there is an inspection, an inspection notice will be issued. Generally, there is no customs inspection.
The tax bill. The goods are declared with the customs will issue the tax bill details to allow the enterprise to pay the import duties.
Release. Customs release generally has the following steps: one-time release; issuing an inspection notice or direct two-time release without inspection; after inspection, it is released after customs sealing.
Play the delivery and return slip. After completing the delivery and return order, arrange the trailer to pick up the goods and then deliver the goods to the place designated by the customer.
Depending on the way the goods are imported, the time required for the customs clearance process varies. Take general trade declaration and general cargo import clearance as an example:
Normal exchange: 0.5 days
The time limit for customs declaration: 4 hours (at least 4 hours)
Bill of Lading: 0.5 days
Pickup + Delivery: within 1 day
After the customs accept the declaration, it will strictly review the relevant documents, mainly including the following five aspects.
Determine whether the export company and customs declarer meet the qualifications for customs declaration and whether the relevant documents are legal.
Whether the customs declaration period complies with the specific regulations of the customs, and whether a late declaration fee is required.
Whether the import and export of goods strictly abide by my country's foreign trade laws and regulations.
Whether the customs declaration form is accurate, complete and true, and whether the accompanying documents are complete, valid and legal.
Whether the imported and exported goods have the nature of taxation and exemption.
