According to the regulations of the national customs, any imported goods entering the country need to be cleared. The following is a brief introduction to the import customs clearance process:

 

Import customs clearance process

1. After entering the border, to clear the customs, the first step to do is to change the order, because the first step is to check whether the relevant information of the goods is correct through the documents, so the original document must be replaced with the transport bill of lading.

 

2. Pre-entry of customs declaration, from the name, it is understood that before import customs declaration, enter the relevant system in advance for electronic verification (electronic verification greatly improves the speed of import declaration).

If there is a problem with your listing during the pre-entry process, the customs computer will return the listing directly. If there is no problem, the customs will also release the electronic version (usually half a day to a day).

 

3. Commodity inspection is mainly to prevent the invasion of foreign diseases and insects. All goods entering the Chinese border are subject to commodity inspection, and the commodity inspection will carry out corresponding inspection and processing of the declared items. For example, some wooden pallets need to be fumigated, and some meat products need to be tested for veterinary drug residues. The above procedures are all to ensure the safety of goods entering China.

Commodity inspection is generally divided into statutory commodity inspection and pure commodity inspection. What we call statutory commodity inspection is to classify according to the corresponding SH code, that is, the corresponding control conditions.

 

This test takes half a day to a day, and because some tests require a reaction, it takes a long time. Pure commodity inspection is relatively simple and can generally be completed directly at the port. For example, some paper documents can be completed in about 2 hours.

 

After the commodity inspection, it depends on whether the goods are subject to sanitary inspection, such as imported meat products, whether there are pathogenic bacteria (such as mad cow disease, foot-and-mouth disease, etc.). Or whether veterinary drug residues exceed the standard.

 

4. On-site declaration and on-site declaration can be completed directly at the import port. Usually, customs will receive and review the order on site and then consider the first declaration document to be a tax bill, i.e. you need to pay import duty (all imported goods are subject to duty). If your imports are exempt from customs duties, you can use the paperwork for a tax refund in the future, but pay first during the import process).

 

Pay the corresponding tax according to the tax bill issued by the customs. After payment, it can be released after customs verification.

However, the above four steps are not the completion of customs clearance, and the completion of customs clearance can only be calculated after the goods are mentioned.

After picking up the goods, the fleet or motor carrier will present the bill of lading to the customs broker. After receiving the bill of lading, they will pick up the goods in the port area. After picking up the goods, they will queue up to pick up the goods in the port area. If you arrive at the port area, you can directly check and then settle the bill (costs for port miscellaneous goods, tally, container release, port dredging, etc.).

If there is a dynamic health check, the team needs to go to the port area to arrange a health check plan for the next day. After the plan is approved, pick up the box (expenses for port groceries, tally, container release, port dredging, etc.) and send it to the dynamic health inspection site for quarantine. If there is no problem after quarantine, it can be delivered directly. If there is any problem, it should be dealt with according to the arrangement of the commodity inspection teacher.
